The mission of the Office of Modal Safety and Security (OMSS) is to promote the safe transportation of people and goods in New York State, and to assist passenger and freight transportation providers in establishing proactive safety, consumer and accident prevention programs, and in complying with safety and regulatory requirements. The OMSS oversight authority encompasses bus safety, truck safety, rail safety, motor carrier safety and compliance, commercial vehicle credentialing and permitting and security program monitoring and coordination.
